Minutes: May 8, 2025

Call to Order
Chair Bartow called the meeting to order at 7:00 pm.

Approve Agenda and Posting
Clerk Allen verified the meeting was properly noticed. Motion by Supervisor Brockway, seconded by Supervisor Thome to approve the agenda as presented. Motion carried.

Approve April 10, 2025 Minutes
Supervisor Brockway motioned to approve the minutes, seconded by Supervisor Thome. Motion carried.

Approve Treasurer’s Report
Treasurer Brockway gave her report. Motion by Supervisor Brockway, seconded by Supervisor Thome to approve the treasurer’s report as presented. Motion carried.

Town Chair Remarks

a. Welcome New and Returning Members: Chair Bartow welcomed the new and returning board members.

Reports

a. Supervisors’ Report: Supervisor Brockway reported concerns brought to him about glass in the road in Whispering Pines, discussion with chair and unsure of what to do, no action. Supervisor Thome no report, expressed his excitement for the opportunity to serve on the board. No action

b. Patrolman/Road Report: Patrolman expressed that the road tour needed to be done. Date to be determined with all parties involved.

c. Lone Rock Fire District: Chair Bartow reported the next meeting is May 27,2025

d. Richland Fire District: Last meeting April 15,2025. Multiple trainings took place, new machines purchased, and old ones being sold at surplus auction.

Bid Opening:  All parties and the board agreed to accept the bids as presented. There were 2 bids for seal coating, one from Scott’s and one from Fahrner. Fahrner was cheaper, Supervisor Brockway made a motion to accept Fahrner, Seconded by Supervisor Thome. Motion carried. There were two bids for materials, Milestone and Bindl Bauer. Milestone’s bid did not include chips. Supervisor Thome made a motion to accept the Bindl Bauer Bid, seconded by Supervisor Brockway. Motion carried.

Rural Mutual Insurance Review: Tony Dougherty reviewed our insurance policy. Supervisor Thome motion to accept the review as presented, Supervisor Brockway seconded. Motion carried.


Dan Ward – Variance Request 33170 Fulton Street: Dan presented two plans, Plan A and Plan B, for another structure on his property to be able to take to the county. Supervisor Thome made a motion to approve Plan A and Plan B as presented, seconded by Supervisor Brockway. Motion carried.

Kay Schulz – Variance Request 34029 Briar Lane: Kay is requesting approval to put a cabin smaller than the requirement on her property. Not her permanent residence. Supervisor Thome made a motion to approve as presented, seconded by Supervisor Brockway. Motion carried.

Picnic License Requests Bear Valley Park and Buena Vista Lions Club: Chair Bartow informed the board and group that Picnic Licenses do not need to be posted and/or board approval, they can be issued by the clerk. No action needed.

Lone Rock Library Ghost Hunt Request: Troy Rhinehart is requesting permission to have a ghost hunt this summer in the morning with the kids from the library. No action needed, just information in case someone calls.

Discussion & Possible Action of Resolution 2025-2: This resolution authorizes Town Chairperson to issue subpoena to Community First Bank as part of the Fortress Investigation. Supervisor Thome motioned to adopt the resolution, Chair Bartow pushed it to a roll call, roll call was taken. Supervisor Brockway – no, Supervisor Thome – yes, Chair Bartow – yes. Resolution 2025-2 is adopted as presented.

Discussion & Possible Action – Replace Locks on Town Hall Entry Door & Office: Clerk Allen proposed to replace the locks due to not knowing how many keys are out there and the plate on the office door being missing. Safety for our records and equipment. Limit of $400 to be spent. Supervisor Brockway motioned to approve new locks be purchased and installed within $400, Supervisor Thome seconded. Motion carried.

Discussion & Possible Action – Purchase Computers for Supervisors: Discussion of the prices of Think Pads vs Mac books. It was suggested that Computer Dr’s be used as they will set them up for a fee. Chair Bartow made a motion to approve up to $1200 for each Supervisor to purchase a laptop, Supervisor Brockway seconded. Motion carried.

Discussion & Possible Action – Wistar Win Training Options for Clerk: New clerk needs training on the Wistar Win Program. Supervisor Brockway motioned to approve with a cap of $700, seconded by Supervisor Thome. Motion carried.

Discussion & Possible Action – Signage for Gotham Park per Richland County: Lion’s club looking for permission to allow the county to put up signs on the highway for directions to the park. This would be at no cost to the town and the county will install them. Motion by Chair Bartow to approve at no cost to the town, Supervisor Thome seconded. Motion carried.

Appointments of Representation:

  1. Lone Rock Fire Department: Chair Bartow appointed himself and waived the $40 meeting fee.
  2. Richland Fire Department: Floyd recommended Supervisor Thome because he lives in that fire district. Thome has conflict with when they have their meeting. Supervisor Brockway will continue to be the representative for Richland.

Pay Bills: Bills were reviewed. There were no questions. Supervisor Brockway made a motion to pay the bills as they were presented, Supervisor Thome seconded. Bills paid.

Citizens Comments: No comments from the citizens.

Adjourn: Motion to adjourn by Supervisor Brockway, seconded by Supervisor Thome. Meeting adjourned at 8:32 p.m.
